This segment runs from 12th Street to Campbell Street.
This area is most heavily characterized by the office buildings of the Central Business District, Jefferson Community & Technical College and LOUMED. Broadway is the widest through this segment, and also the most heavily congested. Project leaders are prioritizing addressing safety concerns around 9th Street, 4th Street, 2nd Street and Brook Street.
The character within this area is heavily influenced by historic architecture and surface parking lots and includes cultural attractions like the Main Branch of the Public Library, The Brown Theater and numerous historic churches. This corridor, while not in a residential neighborhood, borders many neighborhoods like Limerick, Old Louisville, Phoenix Hill and Smoketown.
The existing seven lanes of traffic are being proposed to narrow to five lanes, which will allow for the Bus Rapid Transit (BRT) to continue along the curb. In many locations, this area has the least amount of space available behind the curb, which limits the amount of space for the bike lanes, sidewalk, green infrastructure and amenities. Early plans included smaller rain gardens throughout the northern side of Broadway and trees between the bike lane and sidewalk along the southern side of Broadway to make way for this limited space.
This recommended plan addresses safety by reducing vehicular travel lanes, addition of the controlled medians, access management and intersection improvements. This area includes an example of the planned long-term one-way to two-way conversions of 3rd and 2nd Streets. These improvements would allow for enhanced pedestrian and cyclist safety that may include shortened crosswalks, improved signage, improved lighting and protected light vehicle pathways for bikes, scooters, etc.
